Managing Director
Creative and original thinker, with three decades of green/hydrocarbon energy, technology, mining and Defence industry experience. Currently managing SME focused Socio Economic Fund with investments in Energy Transition, AI, ERP, Retail, Defence and Services sectors. Has a proven record in financing, corporate structuring, IPO, strategic exits, M&A, organisational development, strategy implementation and financial management. Commenced his career in a big four accountancy firm with a gold medal in professional studies. Excellent communication skills and wealth of global experience.
Mehran I Mirza
Senior Director
Mehran has a diverse experience of over three decades from international business advisory, telecommunication, government to energy. He served for two decades in the international energy industry, where he successfully managed the strategy and organisational development. As part of his responsibilities, Mehran remained on the Board of several international jurisdiction companies. He was a key member in several international mergers, acquisitions and corporate restructuring and has considerable governance experience through international joint ventures and representing the various oil and gas companies before the government at the highest level.
Dave Hartell

David has over 40 years of Energy Industry experience including Asset Management, Project Management, Engineering, Construction, Installation, and Production Operations and Maintenance. He has advised energy users with regards to key aspects of the Energy Transition including more efficient energy usage, better field operations with Digital Transformation technologies and tools, reduced GHG emissions, and clean energy with Renewable sources (Solar PV Power, Wind Power, and Geothermal) combined with Energy Storage Systems. He developed Digital Transformation / Integrated Intelligent Operations & Production (IIO&P) solutions for remote and unmanned Energy Industry facilities in Africa, South America, and Australia.
James E Harris

James E. Harris is a strategic advisor and a defence professional with a portfolio spanning trade, climate policy, and diplomacy. He serves as Strategic Advisor to the Commonwealth Trade & Investment Council (CWEIC), drawing on his background as an ex-Army officer and former UK Ministry of Defence official to bridge geopolitical insight with commercial opportunity across the Commonwealth. James is also Special Advisor in the Office of the Minister for Climate Change, Vanuatu contributing to policy and strategy at the intersection of resilience, sustainability, and economic development. In addition, he holds the diplomatic role of Honorary Consul for Vanuatu to the United Kingdom, supporting bilateral relations, trade, and investment. In recognition of his service and contribution to public life, he was awarded the Freedom of the City of London in 2024.

Under his leadership, the company is evolving into a hybrid digital and product‑driven enterprise, delivering scalable platforms and mission‑critical solutions for clients across the GCC and beyond.

He has managed major events for multinational companies, UN departments, and numerous embassies and consulates, delivering high‑profile corporate, social, and cultural programmes. His portfolio spans conferences, seminars, exhibitions, showcase events, and gala functions, reflecting a proven ability to execute complex, large‑scale experiences with precision and creativity.

Babar Bozdar is a seasoned pharmaceutical operations and quality leader with deep expertise across quality management, regulatory compliance, and plant operations. As Director of IXCEL Pharma Investments, he oversees end‑to‑end quality operations, audits, risk assessments, production, engineering, EHS, and facilities management, ensuring that all portfolio assets operate to the highest global and regulatory standards. Babar also brings extensive experience navigating regulatory inspections, mergers and acquisitions, and complex compliance environments, positioning him as a trusted leader in safeguarding operational integrity and driving value across the pharmaceutical investment landscape.
Jay Patel

Jay Patel is the CEO of IXCEL Tech and a senior technology leader with more than 20 years of experience delivering engineering excellence across some of the world’s most demanding industries. His career spans business‑critical transformations, global‑scale deep engineering, and billion‑dollar digital growth programmes across Tier 1 Financial Services, Global Supply Chain Logistics, Defence and Aerospace, and Telecoms. Jay led the strategy and execution of dynamically scalable platforms, cost‑efficient services, and mission‑critical operations for organisations including Citigroup, Maersk, Thales, and British Telecom -driving digital transformation for more than 10,000 developers and delivering award‑winning platforms with 99.99% uptime. With two decades of pioneering work in advanced machine learning, neural networks, and large‑scale systems engineering, he brings deep technical and strategic expertise to the IXCEL.Tech mission.
Dr Kristina Sevastianova
Director Renewable Energy
Kristina Sevastianova has over 20 years of Energy Industry experience including upstream asset evaluation, project management, developing and driving long-term technical research programmes, assessment of technical concepts and solutions. Her responsibilities have included a wide range of duties from collecting data, identifying technical gaps and constraints, evaluating costs and risks to managing cross-functional teams, securing investments, and developing innovative solutions in partnership with leading research institutes, engineering and energy companies across the world. Current work is with clean renewable energies including Solar PV, Wind, and Geothermal for Distributed Energy Generation including Hybrid Microgrids and Standalone Power Systems. She has a PhD in Technical Sciences (Development and maintenance of energy facilities) and a MSc in Applied Maths and Physics.
